Did you disable all addons to make sure the issue comes from ElvUI?: Yes, the issue is only there when ElvUI is enabled. I’ve detailed everything in my OP. I’ve also tried disabling health bars/name plates, that did not resolve the issue.

Game randomly freezes and uses a lot of ram, it used 8 gb when it usually lies around 3gb, it freezes a lot by the mission boat in boralus, but happens randomly in the world, raid and dungeons as well.
