Is vampiric touch good DND?

So damage-wise, Vampiric Touch isn’t very good. It also requires you to be in melee range, which is obviously not good, unless you’re a gish. So that leaves healing… which is just half of an already lackluster damage. Using it last night, I managed to heal myself for a total of 7 hps across multiple rounds.
