Is it OK to bypass fuel pump relay?

For testing, sure, bypass it. But it was set up not to turn on with the ignition for a reason, a good one, if one that you will hopefully never care about. Do not leave it bypassed, that’s not smart. I have not heard of any need to reflow the fuel pump relay transistor, so never heard of anyone doing it.

Therefore, problems with the fuel pump relay will result in the fuel pump malfunction, which in turn will cause start up issues. A bad or failing fuel pump relay will often show symptoms to tell the driver something is wrong.
