Sometimes, you will have to clear Swindler’s Den out, twice once for the Redguard Woman quest (which is the one you are stuck on), and once for a Companions quest. I’ve never had the bug you mentioned, before. The key to both quests is to get all the way to where the interior waterfall is.

You can get the Nightingale Armor and not become a Nightingale. You can abandon the quest after you get the armor. Just leave Nightingale Hall after you get the armor instead of finishing the quest.
